The Jimmy and Rosalynn Carter School of Public Policy in the Ivan Allen College of Liberal Arts is housed in the 1923 collegiate gothic D.M. Smith Building. The stately building is named after an honored professor at Georgia Tech and is a contributing structure in Georgia Tech’s Historic District.

Annum’s programming and renovation of D.M. Smith respect the historic character of the building’s exterior while transforming the interior to expand accessibility and serve modern instructional and academic workplace needs. Flexible classrooms with integrated technology, break-out collaboration rooms, and dedicated spaces for faculty and graduate students ensure the department can meet its academic mission. New landscape and site design create accessible entrances on three sides of the building.

The design brings natural light deep into the building by re-opening historic stairs to the interior. Generous interior glazing, light wood paneling, and color complement the historic finishes while creating vibrant interiors. A complete renewal of the building envelope and systems and new windows fitting the historic exterior improve building performance and reduce energy consumption for this highly sustainable project.
